FRESNO, Calif. (KSEE/KGPE) – The Fresno surgeon who somehow made his way into a patient’s private areas while providing a check-up will no longer be able to practice medicine.
YourCentralValley.com reported on the accusations filed against Dr. Victor Lynn Perry in March of 2025.
On Feb. 12, the Medical Board found the accusations true and ordered him to surrender his license, effective Feb. 24, 2026.
According to the board, in late Sept. 2021, Perry saw a patient for a follow-up after performing her neck surgery.
During the visit, he asked if anything else was bothering her; she said she was having pain in her sciatic nerves. After asking her to perform some basic movements, Perry asked her to lie down on the table.
Per documents provided by the medical board, Perry “pushed on the front groin area from side-to-side and in a small rubbing motion,” and continued with the same motion, moving down to the patient’s groin, inside her thigh, and toward her pubic hair.
During the “exam,” Perry repeatedly said, “It’s okay. You’re okay. I’m just adjusting.”
According to the report, his hand eventually made its way inside her underwear, where he continued the same rubbing motion.
The board says the patient felt her pad stick to Perry’s hand and could feel him struggling to remove it – “once he removed the pad, he inserted his fingers into her vagina. He was not wearing gloves.”
The patient immediately opened her eyes and ended the examination. Perry allegedly followed her out and stood watching until she said that she wanted to schedule another appointment.
The patient then asked the receptionist for a pen and paper and wrote, “Dr. Perry just
totally violated me.”
After numerous attempts to locate Perry, Fresno Police officers finally obtained cell phone ping coordinates on April 8, 2024, and responded to South 2nd St. in Kerman with a search warrant; there, they obtained Perry’s DNA.
The DNA provided solid evidence, backing up multiple causes for discipline, including sexual exploitation of a patient, sexual misconduct with a patient, and gross negligence.
In addition to losing his license, Perry will be required to pay the cost of the investigation and enforcement of the case, $65,926.
YourCentralValley.com reached out to the Fresno Police Department to determine whether he faces any criminal charges.
